Police have registered an FIR against a doctor and hospital in Mansa Devi Complex (MDC) following allegations of medical negligence during a C-section surgery. The case was filed on a complaint by Kiran Singhmar, a resident of Panchkula Sector 21, who alleged that her daughter, Ruchika Singhmar, 31, suffered a serious burn injury while undergoing the medical procedure on Nov 16, 2025.According to the FIR filed at MDC police station, the patient was admitted under the supervision of Dr Shilva. During the C-section at Cloudnine Hospital, Ruchika allegedly sustained a burn near the ankle — an area unrelated to the surgery. The FIR alleged that the hospital did not immediately inform the patient or her attendants about the burn. The injury was discovered later by family members. According to the complaint, the burn led to severe physical pain, permanent scarring, risk of infection, emotional trauma and extended medical treatment. The family also alleged that the patient had to bear additional financial burden to manage the burn.Police said the matter was first referred for medical examination and expert review. After the medical inquiry report was submitted, it was found that offences under BNS were applicable. Consequently, an FIR under BNS Sections 125(a) (reckless or negligent acts that endanger human life or personal safety) and 289 (negligent conduct with respect to machinery) was registered earlier this month.
